I can't help you in this regard, first of all, contact the server staff and make sure that the problem is not caused by your network connection, and I would like to quietly note that your copy of the game contains files of highly modified or unknown origin.  It's not important to deal with 9it now if it doesn't cause problems during gameplay, but for the future you might want to think about getting the game from Rockstar Games and reinstalling it.
