Remove the restriction on the use of gta3.img

I wish they would remove this new restriction from the mta, especially since there are people who don't have a very good computer to play with gta3.img and some get modified gta3.img, even I need to use it so that my computer can handle the servers.

Some modifications in gta3.img are tolerated by MTA, however it is up to the servers to allow players to use these.
