CreateProcessW CL22 error

Hi

I've downloaded and installed MTA 1.6 and got an issue when (i believe) MTA is trying to run SA

I've tried what's recommended from online help - running as admin, whitelisting and turning off firewall and AV
also tried reinstalling both MTA and SA to different drives on PC (single player works fine), downgrading SA to 1.0 and i'm running out of ideas what's wrong
