CL22 Error 5 'Access denied' when launching MTA

Question

After I updated MTA to version 1.6.0 when I try to start it I get this error message:

Could not start Grand Theft Auto: San Andreas. Please try restarting, or if the problem persists,contact MTA at www.multitheftauto.com. [Error 5: Access is denied. (ShellExecute)]

I tried disabling anti-virus, checking/modifying permissions to files and folders both MTA and GTA SA and nothing seems to work.

However when I try to perform an update from 1.5.9 from inside of MTA to 1.6 and launch the updated version it works fine, but when I try to join a server it prompts me to update MTA and after the update the game spits this error.

If Kaspersky anti-malware software is installed on your computer, update the definitions or whitelist Multi Theft Auto.
If this doesn't help either, or if the mentioned software is not installed on your computer, then download the latest version of Multi Theft Auto from here.
