Client mod

I'm new to scripting and haven't started yet. just wondering if its possible to make a mod for me which for example when someone in chat says: "Hello" my player auto run specific cmd.
For an example: "say Hello there!" ..

So it work in all servers and auto answer to these messages etc.. is it possible?
