error 5 : access denied

i have an issue when i try to open MTA:SA 1.5 it says : failed to load 'C:\Program Files\MTA San Andreas 1.5\mta\loader.dll' 

                                                                                                               Error 5: Access denied

PLEASE HELP

Well, it says 'Access denied' so did you try running it as an Administrator? That's the only thing I can think of besides a reinstall.

yes i tried and nothing happened

THE PROBLEM IS IN THE FILE loader.dll 

if i try to copy this file i cant it says access denied even when i try to open it in notes

and when i replace it with the loader.dll of 1.4 the game works but crashes
