I suggest you to find the resource that you think that could have been responsible of spawning these vehicles and restart it.

This is in the original dayz script for mta, which spawns randomly, unless there's not a spawn location there, I'd suggest you look at the files within the script if they are not compiled to see what you can do to get it to spawn.
