Thanks. I don't know what the problem is.

Try this:
1. Go to your Documents folder and delete "GTA San Andreas User Files" directory
2. Uninstall MTA
3. Delete "C:\ProgramData\MTA San Andreas All" directory
4. Reinstall GTA
5. Reinstall MTA
