A Problem getting the server started...

Im having a problem getting around this part.

" you want to run a dedicated server, you should run the MTAServer.exe that is installed in your MultiTheftAuto folder. Before you run the server, you should set up the config file - MTAServer.conf - that is in the same folder as the MTAServer.exe. The easiest way to do this is by using the MTA Server Config Tool (MTAServerConfigTool.exe) that is found in your MultiTheftAuto folder. Just run this tool and follow the on-screen instructions. Once you have completed either the "Wizard" mode or the "Classic" mode, you'll have a server ready to go."

Alot of the files in the folder titled "Multi Theft Auto" lead to nowhere. I have completely no idea what to do since Im new to all of this. Can somebody help me out.

The easiest thing to do is search for mtaserver.conf by going to Start > Search and open it in Notepad.
