databases was created for storing large amount of data. you will have to switch to sqlite/mysql. operating on 1MB xml consumes memory and cpu.

why mta when it happens in single player too?

passwords are encoded in one way encryption. you can't decrypt it. Refer to Wikipedia for more information. if their forgets passowrds - they should use simplier one if its too hard for them to remeber ~10 letters, or just note it on this thing and attach to their monitor ;|

some servers allows mods. also editing gta3.img is ok, but mods auto-installers (like San Andreas Mod Installer) are modifing other files too - which is forbidden. use IMG TOOL to install custom car mods - you can be sure that only gta3.img was modified then. Also the video is blocked in my country
