I have already delete acl and re instal mta Should I delete xml ?

I Do not know what is this problem ????!!! I re-installed mta but no effect , I took my friend acl ,but I still have the problem ?? Help me please. it is for all commands although I logged in sever ! but I cannot use most of help commands like refresh,start,restart,addaccount,logout ,whowas etc .. scripts that i create also do not work !

Hello,I am new here .It pleases me to be here.When I write a command like refresh or restart in mta server.exe .I get ACL:Denied 'console' access to command '.....' How can I fix it in ACL ? knowing that I saw a lot of youtube videos and asked a lot of friends ,but I still have the problem .Thanks for time .

My question is 'The server`s owner has the ability to add someone to staff team without needing to be ingame or from console ??
