what about global chat???

Hello i have a problem with that game mode....... how to open admin panel??? commands HELP and others is not work i do everything how is showed in video.... second question is how to make myself admin and set global chats on cause i cant open it ....... thx in advance Sorry if i post that in wrong section

Please excause me if this is not the right section for my question.... So when i click MTA Server they show me MTA Server Stopped Working....... Any solutions???
