Still i can't install it i even updated to installshield 2009

i've been playing san andreas pc for a while now played online(on sa-mp and mta) installed lots of mods but when i installed the noob v2 mod it crashed so i uninstalled it then attempted to install it again but this pops up when i start the install.exe InstallShield Wizard Setup has experienced an error. Please do the following: Close any running programs. Empty your temporary folder. Check your internet connection. Then try to run the setup again. Error code -6003 i have searched the web done everything it told me to do like deleting the installsheild folder or renaming it, i have also tried to delete folder 0701 but it was not on my computer i even updated it up till now i still can' t install it so if you have any comments or suggestions it would be appriecieated.
