Okej, so how can i make it that way the lights are visible to other players?

Hej, is there a resource or any possibility to have the vehicles lights syncronized so that other players see when you turn on or off the lights? On default mta 1.3 you can toggle lights with L, but its not visible to other players. Another question, on the webadmin, the map doesnt load, just a white page, resources are running.
