I bought my pc really new, are you really think that my graphics drivers are out of date?

I am getting this error when I try to run MTA or GTA:SA "Cannot find 800x600x32 video mode". I have got same issue as here https://forum.multitheftauto.com/viewtopic.php?f ... ry#p602226 But when I try to open mtadiag it says MSVCP110.DLL is missing on your computer. Here is a note for help: When I have got mta 1.3.1 it is working well than it says there is a new version click here to install it. I install and when I try to open it I got same error as in the link which i give. Some I think the problem is at mta 1.3.3 Here is a another note: I formated my pc 2times but i still same error. And my gta is clean. I never played gta:sa at single player. No mods. When i upload resources i had to restart my server to run that resource right? Is there a way for run that resource without restarting my server?
