tryed it but now it says SSLEAY32.dll was not found

when i try to download MTA:SA v1.3.1 is stops responding. it is always the same result no mater how many times i download it. same spot. i have tryed using the MTADing.exe but it continues to say LIBEAY32.dll was not found. any help would be welcomed
