Nothing happens same error:- "Error downloading requested files.Coudnt connect to server"

No.. When i reinstall mta after long time then it happens .. Problem:- I am uable to download map editor while running mta it shows error thats all i got.. Or Anyone here can provide me mta version in which i dont need to download any additional files?? that would help me..

No it doesnt helps.. The main problem is that it aint downloading files it gives error as above.. My mta is upto date.. here is a log http://pastebin.com/uUeDEqix Please help

Title says it all I am uable to download map editor while running mta it shows error see the picture below please solve it asap i wanna make some maps..
