But i dont know how to add new resource to server..

Hello, i have a MTA server with dayz mod. I want add admin chat color (red) and when i press 'o' then comes a public chat and i want after my name is (admin) not (player). And i want know how to add a map on my server what works ( car will not go away) Sorry for my bad english, i hope u understand what i want to type.
