Can't see health, time etc or access Steam overlay in-game

that just turns the radar on, still no health thanks anyway -
any solution for either of these?

I'm left handed (so I use the arrow keys) which makes it difficult for me to use any of my special items in stealth, because I have to go across to the other side of the keyboard to press r. Is there a console command or something that allows me to bin 'use special item' to a different button? Cheers.
