that's happens with me too

hi all , i need help from experienced ones because i'm a beginner and i don't know how to make my server in the server list : when i use my personal IP , not the one on " whatsmyipaddress.com " i can found the server on favorites but others can't , and when i try to use the one on " whatsmyipaddress.com " , it says i can't use this IP with http port "22005" press "Q" to shut down the server , and that's happens with me when i try to make my own server on cs 1.6 too , what should i do ?
