Problem with FPS after patch

Hi guys, i have a problem. In the end of August i had a short patch before start the game. This caused that i have 20-25 FPS in all servers, before i had constant 60...
The things I did: 
-computer format
-reinstall GTA and MTA 
-change of settings
-install GTA and MTA in other disk 
-update drivers 
If i installed older version i had again 60FPS, but after a short time I had to update game, because I couldn't play in many servers. I don't know what else I can do.

It might help figure out the problem if you download and run MTADiag from here: https://mirror.multitheftauto.com/mtasa/utils/MTADiag.exe

Follow the instructions provided there and once you are done, you will get a pastebin link which you should post it here.

1) Reinstall GTA: SA with a clean unmodded version.
2) Does a similar problem happen on a local server?
3) If it started after a certain version, try to identify the version that causes low FPS. On the nightly page you can find the previous versions, check the box for "Show older files" and try different builds, skipping some, so that it does not take much time.
