I tried to reinstall it 3 times. But it is always the same problem. The file is not missing. It is in the MTA path.

Why would you use a typical client installation on Windows server?

Download the installer, and select only to install the "server" package (custom installation) and point it to a folder on your desktop. After that try again, if it still fails to load the module then please show us a printscreen composed of all directories in desktop/server.
